摘要：

　　2014年是我国网络空间安全发展具有奠基性意义的一年。国家正式提出建设网络强国的顶层设计和战略目标，中国在网络空间国际治理中发挥更多正面作用。与此同时，国内国际网络安全事件不断出现，安全形势依然严峻。2015年我国需要强化开放原则下的网络安全观，自信应对国际治理新态势，更好地立足和服务于网络强国建设。

　　Abstract：

　　The year of 2014 is the founding milestone of cyberspace development for our country. China firstly put forward the top-level design and the strategic goal to construct a powerful country of Internet officially. Facing the game in cyberspace between China and the United States，especially on the issue of international governance of Internet，China plays a more positive role. Meanwhile，with the network security events emerging in endlessly，the network security situation is now still grim. In 2015，we need to strengthen the concept of Internet security under the principle of openness，confidently cope with the new normal of international governance so as to better serve the construction of a powerful country of Internet.

　　2014年恰逢中国大陆接入全球互联网20周年，也是全球互联网发展45周年。2014年网络空间安全形势依然严峻。中央网络安全和信息化领导小组成立，国家最高领导人担任组长，标志着网络空间的安全与发展正式成为国家战略。在这一总战略指导下，我国网络空间安全与发展的各项制度与能力建设将加速向前推进。同时我们也要防止消极防御带来的故步自封，探索积极的防御方针对策，主动争取网络空间国际治理话语权，在互联网全球治理中发挥更大的正面作用。
